Create a site in Google Drive
Create a site in Google Drive
Open Google Drive (https://drive.google.com)
Go to the folder or Team Drive where you want the new Google Site to appear
Use the New button
From the More section choose Google Sites

The site will inherit the permissions from the parent folder or Team Drive (be aware that you cannot remove permissions inherited from a Team Drive).
You can add further permissions directly to the site either from the site in Drive or from the site's sharing settings - see:
